Heather D. Teague disappeared off Newburgh Beach in nearby Spottsville on Aug. 26, 1995. A witness told investigators he saw the 23-year-old Teague being abducted at gunpoint, and others saw a red sport utility vehicle leaving the scene at the time of the abduction.
Although Kentucky State Police detectives followed leads and identified a suspect in the investigation, the case has remained unsolved for almost two decades.
"Every agency has that one case that's plagued them, and the Teague case is our case," said Trooper Corey King, public information officer for KSP's Henderson post. "We would do anything and everything to solve that."
With the 19th anniversary of Teague's disappearance approaching, KSP detectives are asking that anyone who thinks they might have information about the case to share that information with detectives.
"Even though it's a 19-year-old case, we haven't given up," King said.
Detectives identified a suspect, Marvin "Marty" Dill, but Dill killed himself as detectives were approaching his Henderson County home to interview him.
"He didn't admit guilt in this, nor did he leave anything about where she could be," King said. But Dill's suicide "is a very strong nonverbal message that he had something to do with it, or had all to do with it."
But since Teague's body has never been found, the case continues, and is listed as a disappearance.
"Even though people say it's a murder we can't (call) it a murder," King said. "... We know that's what it is, but we don't have a body. The only thing we do know is that she was kidnapped and she is missing."
KSP detectives are still investigating leads. Recently, investigators drained and excavated retention ponds at a livestock operation in Henderson County. Also, detectives drained a cistern in an undisclosed location and excavated there. Nothing was found in either spot.
"We get little information tidbits every so often, but very vague information," King said. "After 19 years, we realize the information we get is going to be somewhat vague in nature."
The investigation has not been confined to just the region. "We have flown investigators to Arizona and all over the country" to talk to people who could have information, King said.
Investigators have also had to deal with misinformation. King said social media sites have been used by people posting rumors about Teague's disappearance, apparently to confuse Teague's family. Investigators will take steps to track down people who think they can post rumors and innuendo about the case anonymously on social media.
"We have to monitor the chat sites, because so much bogus information is out there," he said. In some cases "we got to the point of subpoenaing these IP addresses and going to interview these people" who were posting on social media.
"We're still in the process of pulling IP addresses," King said.
Investigators are hoping people will come forward with tips that could lead to a breakthrough. Tips have led to arrests in similar "cold" cases. In 2012, KSP detectives from the Henderson post brought criminal charges in two Ohio County murder cases that were 13 and 19 years old.
"We have a really good team researching this stuff," King said. A large percentage of breaks in investigations come when detectives interview people who have an item of information. But some people who could help a case don't know what to do, he said.
"Either they feel uneasy, or they don't know who to talk to about it," King siad.
